As of feb 2025 , global policies and setting has combined together therefore we can also enable this setting in meeting global setting.

To allow or prevent meeting recordings 1. In the Microsoft Teams admin center, expand Meetings. 2. Select Meeting policies. 3. Select the policy that you want to edit. 4. Turn Meeting recording On or Off. 5. Select Save.
