The issue I find with this question is that you would not get a choice to install Server on anything but NTFS, unless you are trying to add it to the thumb drive with Fat32. You will however, be asked to reset the drive and install. This should be standard
I believe that this question should be more straight forward, It is possible to install older versions of Windows Server in file systems other than NTFS.
A funny note is that most of the time folks are complaining because Server 2008 R2 is being referenced instead of at least Server 2016 and you fly in the opposite direction.
