S1 is correct , since can host 10 instance and auto scaling is possible . "Ensure that WebApp1 can adjust the number of instances automatically based on the load and can scale up to five instances" - This is the requirement and Basic plan dosen't support autoscaling thats the reason for it to be a not a valid option. The justification given in the answer is wrong for the basic plan.

S1 is correct however y'all thought Isolated was correct in the previous question which would make I1 plan available in this question.
