Scope (first one) should be "Shared", because of this sentence: "The numbers must be unique between Entity1 and Entity2. There cannot be duplicate numbers between the two legal entities

Actually because it should be unique you should create a number sequence for each legal entity. you can make each number sequence refer to the legal entity that it is used for. so the dump answer is correct.
