TDE is not the answer because any admin can view card numbers. A is the probably right answer and it is mean column encriptions.

I think that TDE is best answer because it is related to SQL sever, and this solution encrypt everything on database.

Question would make sense if it had the alternative of Column/Cell-Level Encryption.. Not data encryption which is too generic.
