Not easy - these are my selections: Frequent bug discovery: Bug report rates Bug reported by customers: Defect escape rate Slow resolution/resumption in production: Would go for Change Failure Rate if this was present. In lack of this I think Application failure rates basically because the other choices does now apply

Deployment failure rates is only errors during deployment (packages, publishing, etc.). It is not what it is asked. So, I would say the answer is correct.
