Both files encrypted with NTFS EFS & NTFS compressed files ARE supported for Azure backup. System States, however, are NOT supported by Azure backup. Only the last option requires Windows Server Backup because it's a system state backup. https://docs.microsoft.com/en-us/azure/backup/backup-support-matrix-mars-agent#supported-file-types-for-backup
