I think what is trying to imply is that the "Shipper Invoice" is for freight which would be posted at an estimated cost for the other 2 options, as both the purchase invoice for the goods and the charges for the goods would be posted before the final freight invoice it must be the right answer.

On review, I disagree with myself (below). Update shipment tracking is done in voyage tracking. Activities are set up elements assigned to legs. Answer should be Update items final cost: Post shippers invoice Update shipped item’s ownership: Post purchase invoice Update shipment’s tracking: Voyage tracking
