Yes - "2. Public preview – during this phase we allow any customer with the proper Azure AD license to evaluate the new feature. " Maybe this question can be evaluated as NO as it is stating "ny customer with the proper Azure AD license" needs to be confirmed ! and also there is relation that not all region have this same services sometimes we have a geographical limitation so I'm also thinking that this should be no.
