Answer B is correct. you need to go to TAC-->Voice->Calling Policies-->Manage policies-->select and edit a policy -->SIP devies can be used for calls --->Turn On-->Save

I think C because all other make no sense... Users have E5 and phone licence are assigned to user and not to phone
