I think below is the correct answer: Update the phone to use the latest 3PIP firmware. From the phone, configure the SIP Gateway provisioning server URL. From the Microsoft Teams admin center provision the phone. It seems the option "From the Microsoft Teams admin center provision the phone." comes last according to below link. https://learn.microsoft.com/en-us/microsoftteams/sip-gateway-configure At least, configuring SIP gateway provisioning server URL comes before provisioning the phone in TAC.
