The value of SCHEMA_ONLY indicates that the table is non-durable. The table schema is persisted but any data updates are not persisted upon a restart or failover of the database. DURABILITY=SCHEMA_ONLY is only allowed with MEMORY_OPTIMIZED=ON.

I think the answer is correct: Data loss is acceptable - Schema Only. In my opinion, a small bucket count would increase the log, so i would choose the 10 million one.

The bucket count value should be between one to two times the expected number of distinct values in the indexed column. It is better to have a bucket count that is too high rather than set it too low because it is more likely to retrieve data faster, although it consumes more memory.

To define a non-durable table, use the SCHEMA_ONLY durability To explicitly define a durable table, use the SCHEMA_AND_DATA durability option
