1. Where is the scenario in this question? Only from the explanation in the answer you might know what to do: "Application developers must be denied direct access to the database tables. Applications must be denied direct access to the tables." 2. The statement should begin with either "GRANT" or "REVOCE". But as the answer(!) states that access should be denied, it is most probably "REVOCE".

It's just asking for the syntax. "Control" seems to stand in for GRANT, REVOKE or DENY.
