The answer should be C - 2 000, this is because when we are using autoscale the container will not scale to 0, it will be at least 10% of your maximum throughput https://azure.microsoft.com/en-us/pricing/details/cosmos-db/autoscale-provisioned/

Correct Answer should be C. 2000, when autoscale is configured, MIN RU/s will be 10% of MAX RU/s
