This is wrong. U route all traffic using UDRs to "Virtual Network Gateway" as this gateway connects to firewall

The choice between using Virtual Appliance or Virtual Network Gateway (VNG) as the next hop in the User-Defined Route (UDR) depends on your requirements, architecture, and administrative preferences. What if VNG does not exist? Are you going to create one?

Yes, you need to configure UDR for 0.0.0.0/0 (all traffic) with next hop to VPN Gateway

This is correct (assuming the used Firewall IP is the internal one) But given network diagram in answer has nothing to do with it!
