I wouldn't say so. I think answer B is correct. In my opinion, changing the sort order of the CUSTOM TILES LIST (this is the hidden SharePoint list where you set up all custom tiles) just changes the sorting/view of the LIST itself, not the app launcher. Correct way to change the order of a tile in the app launcher would be to change the "Tile Order" VALUE of the specific item in the custom tiles list. This is also a question in this question set.
