This question is not worded well. Just because the branch offices have a connection to Site1 and 2, does not mean a branch has two WAN connections. It is very typical with MPLS connections that you have one WAN connection to your site but through your one WAN connection you are able to directly connect to multiple sites (if setup with mesh topology). IF this is the case than if the WAN goes down at the branch office, you lost connection to both Site1 and 2. And nobody talked about a unique forest. So, in my opinion, you also should keep a RODC (at least) in each branch office.
