1) Purchase Azure Reserved Virtual Machine Instances for the Azure virtual machines This is the correct answer. Amazing website. I my az-301 today. Not even one of these questions is on the exam. They keep deleting comments like this, that's why am trying to sneak it here. If probably it will make it to the public. 2) Activate Azure Hybrid Benefit for the Azure virtual machines

Would Answer B & E is better for cost optimization? The key is "The virtual machines will be sized according to the consumption pattern of each workload." Azure Reserved VM require you to pay some amount of money at minimal eventhough the resource is not in used. While VMSS optimize the usage against the cost that you need to pay.

Eligible customers can save up to 40%* on Azure Virtual Machines (infrastructure as a service, or IaaS), and save up to 55% on Azure SQL Database (platform as a service, or PaaS) and SQL Server on Azure Virtual Machines (IaaS) with Azure Hybrid Benefit, which increases to up to 80% when combined with Azure Reserved Instances.

Thats is true, how ever buying reserved space will save a lot of money, so combined its the cheapest option.
