First cmdlet to run: Install-WindowsFeature Nodes in ADFS farm must clustered. Install Windows Network Load Balancing Feature Second cmdlet to run: Install-ADFS Install ADFS role and add to farm using adfs config wizard

None of the second options allow adding a node to an existing ADFS farm. https://docs.microsoft.com/en-us/windows-server/identity/ad-fs/deployment/configure-a-federation-server Seems like the command should be Add-AdfsFarmNode

Install-Adfsfram is to creates the first node of a new federation server farm. i think the seconed should be "Set-AdfsProperties"

You need to install the ADFS role first on the one you want to add as a node and then you run Add-AdfsFarmNode. https://blog.kloud.com.au/2016/11/01/automate-secondary-adfs-node-installation-and-configuration/
