The Answer is Correct: BCF You have to be assigned the Mailbox Import Export role in Exchange Online to import PST files to Office 365 mailboxes. By default, this role isn't assigned to any role group in Exchange Online. You can add the Mailbox Import Export role to the Organization Management role group. Or you can create a role group, assign the Mailbox Import Export role, and then add yourself as a member.

Copy the PST files by using AzCopy. (Yes, you copy using Azcopy or use app for GUI.) C. From the Exchange admin center, assign admin roles. (Yes, Mailbox Import Export role is required.) D. From the Microsoft Azure portal, create a storage account that has a blob container. (No, you don't create. You just copy and use it. It's given.) E. I believe it is CBF. Roles must be assigned before being able to access the Import section in security and compliance which is required to download Azcopy. Further, this point is highlighted in the note in step 1. Agreed, you need permissions to create the job (C), that then gives you the AZ tool and URLS (B), then use mapping file (F)
