OK, AutoBalanceLevel=1 is the default which suggest that this is the answer: (Get-Cluster).AutoBalancerMode = 2 Except, that is also the default value... If you set AutoBalancerMode = 1, then it only balances on node join - not every 30 minutes. The question is not clear on which version of balancing is being requested. Can't find information on MinimumPreemptorPriority except that the value is normally 1. I guess best worst option is (Get-Cluster).AutoBalancerMode = 1.
