I would change service tier to Business Critical, which provide HA https://learn.microsoft.com/en-us/azure/azure-sql/database/high-availability-sla-local-zone-redundancy?view=azuresql&tabs=azure-powershell#premium-and-business-critical-service-tier-locally-redundant-availability

Agree. In Azure SQL Database, when you create a geo-replica or a standby replica, the replication is asynchronous. This means that transactions are committed on the primary database before they are replicated to the secondary database. As a result, there might be a slight delay in the data being replicated to the secondary, which can lead to potential data loss in the event of a failover. For Azure SQL Database failover groups, the replication between the primary and secondary databases is asynchronous. Because of above, I think provided answer is wrong. To tolerate loss of a data center without data loss, or the need to modify conn. strings -> go Business Critical or Premium, which should include zone-redundancy -> db resides in different zones and replication between zones is synchronous.

Sounds like you need a failover group created for the connectionstring part.
