Tested in portal: Create WAF policy standard or premium (Global WAF (Froont Door)), Policy mode prevention, add custom rule with type as rate limit, priority 1, rate limit duration 1min, rate limit threshold 50, in condition match type select Geo location, Match variable SocketAddr or RemoteAddr imo it is not important (SocketAddr means that if client use proxy or LB it will use IP of the proxy or LB, with RemoteAddr, it will be original IP of the client), Operation -> Country: Japan, Then Deny traffic. you should also add a "GeoMatch" condition for Geo-Filtering in a Custom Rule of WAF policy

If the question says "planning security for Azure Front Door", shouldn't you us 'Front Door' (Global) over 'Application Gateway' (Regional)? The Instructions say Application Gateway, but the screen shot looks like Front door.
