For #1, it is No. All you can do is close the original and open a new. Whether you do it manually or use Revise Quote, doesn't matter it is not the same quote, not exactly as it has a new ID etc.
So the question... does the question mean literally can you which is no, or does it mean, there is way to... indirectly do it then Yes.
