it is NNY, you cannot add multiple resource locks with the same lock type (Read-Only or Delete) to a single Azure resource, such as a virtual machine. Each resource can only have one lock of each type.

NNY You can apply one of each lock type (Read-Only and Delete) to a single virtual machine, but you cannot apply multiple locks of the same type. The lock will apply across the resource and cannot be overridden by user permissions or roles unless the lock is explicitly removed
