Incorrect. Answer should be C. Server Manager. A Classification Property is set using FSRM and is stored individually at each share. A Resource Property is set using Active Directory Administrative Center which is accessed via Server Manager and is stored in Active Directory. Property1 is a Resource Property thus you need Server Manager >> Active Directory Administrative Center.

No, FSRM is correct. You create a Resource property in AD, but you use FSRM to apply the resource property to specific files. In this question, the resource property has already been created, and they ask you how to apply/set the resource property. You need FSRM to do that.
