The 98-365 videos from MS indicate that 2016, despite its age, is not part of the test.

98-365 was last updated for Windows Server 2016. The scenario in this question can still apply today, therefore this scenario is still fair game for the exam.

I am really concerned that this is not about server 2016? Why is there a ton of questions about XP, Server 2008? These questions need to be updated or removed right?

If you install Windows Server 2016 onto a drive that is connected to a RAID controller for which the driver isn't already in the installation media, then you will have to load that driver before installing Windows Server 2016. This concept has neither changed nor disappeared. If you are using a storage controller that Windows doesn't recognize on its own, you need to supply the driver beforehand.
