In the "Conditions" section, select "User risk" and set it to "High". This ensures the policy only applies when a user's sign-in risk is evaluated as high by Microsoft Entra ID Protection. In the "Access controls" section, under "Grant", configure the "Grant access" setting to "Require multifactor authentication". This enforces MFA as a requirement for users identified as high risk to gain access.
