Either way, 'ActivatePolicies' does not meet the goal.

Server1 range 20 - 100 Server 2 range 80 - 150 They overtlap by 20 IPs so the solution could be either conflict detection (which I am not sure about tbh), or just changing the scope range using whichever method MS asks you for (GIU vs Powershell)

Initially I found this question 100% confusing because both DHCP servers are "IsAuthorized = False" so I didn't understand how any clients are getting any IP addresses in the first place. But then I checked another site for the same question and it showed both DHCP servers should be "IsAuthorized = True"

Never mind, didn't see the overlapping IP range. Conflict detection would mitigate the issue but not resolve the source of the issue (and cause delay in DHCP)
