I think: Yes, No, No The policy is for INBOUND 1: User 2 is member of group 2, which is member of group 1 (nested groups), so: Yes 2: Sensitive words are off, so: No 3: User 1 is excluded, but member of group1. I think exclusions take preference, so: No Please, let me know if I'm wrong.

I am correcting my answer: No, No, No The policy is for INBOUND 1: User 2 is a member of group 2, which is a member of group 1 (nested groups) and I'm not sure if it will work with nested groups. Anyway, User 1 is excluded, so the policy doesn't apply: NO 2: Sensitive words are disabled, so: No 3: User 1 is excluded, but member of group1. Exclusions take preference, so: No

i think your wrong... as far as i know exclusions take precedence over inclusions, so if a user is explicitly excluded, Policy1 does not apply to them, even if they are part of an included group.....User1 is excluded from Policy1. Therefore, the policy does not evaluate or act on messages sent by User1..so answers are: No-No-No.

If the users are in the same tenant and domain, filter won't do anything. I tested the scenario (and I hope I did no mistake in config) all mails got delivered.
