I'd agree with Anshman... to create and update a QNAMaker knowledgbase seems to be done via the qnamaker.ai portal (to access QnA management services): https://docs.microsoft.com/en-us/azure/cognitive-services/QnAMaker/Quickstarts/create-publish-knowledge-base While to get analytics and telemetry, QnA class and SDK's are mentioned: https://docs.microsoft.com/en-us/azure/bot-service/bot-builder-telemetry-qnamaker?view=azure-bot-service-4.0 So for me it appears these answers are correct.

I couldn't find good documentation on the difference between QnA Maker runtime versus Management Service properties.

QnA maker management services are used for KB creation, enable bot etc., https://docs.microsoft.com/en-us/azure/cognitive-services/QnAMaker/how-to/manage-knowledge-bases Whereas, to get analytics and telemetry on knowledge base you need to Run some queries (runtime)service. https://docs.microsoft.com/en-us/azure/cognitive-services/QnAMaker/how-to/get-analytics-knowledge-base Hope this clarifies you now.
