Answer is Yes. In fact Device configuration policy is one of the first way to onboard with Intune. EDR was added later,

Correct, after Defender and Intune are connected you can use both: EDR or configuration policy. (And I understand "integrate" in the statement as both systems being connected.) https://learn.microsoft.com/en-us/mem/intune/protect/advanced-threat-protection-configure#onboard-windows-devices
