The article is about ftp/ftps, the question is sftp related.

SFTP is just a FTP over SSL. In order to publish via (S)FTP, you have to have credentials. This article says, that both user-level and app-level credentials work for this.

No, ftpS is FTP over SSL, Sftp is FTP over SSH. Azure has nog native support for SFTP according to: https://charbelnemnom.com/how-to-deploy-sftp-service-on-microsoft-azure/

The question states that you 'create a new web app by using the azure portal'. Creating a web app through the portal will not provider the user-level credentials needed for the requested solution. B is the correct answer. https://docs.microsoft.com/en-us/azure/app-service/scripts/cli-deploy-ftp
