I think that the correct answer is "C" because: Compliance administrator Users with this role can help your organization stay compliant with any regulatory requirements, manage eDiscovery cases, and maintain data governance policies across Microsoft 365 locations, identities, and apps.

The answer is D as its only asking for OneDrive specific sites not across the 365 tennant, so i'd agree its D

I don't see the point here. In order to create an eDiscovery case, you have to be privileged as an ediscovery manager or administrator https://docs.microsoft.com/en-us/microsoft-365/compliance/assign-ediscovery-permissions?view=o365-worldwide
