I can't find a definitive answer, however when a new site is created via GUI, I believe it's defaulted to the default IP site link, so I suspect that would also be the case if a new site is created by Poweshell.

Top is wrong should be "Not in any" - When you create a site through the GUI in AD Sites and Services, you are forced to add the new site to a site link but If you use the Powershell cmdlet, New-ADReplicationSite, you are not prompted to add your new site to a site link.

192.168.1.0 is the subnet for Site1, not Site2, so putting DC3 on that subnet would I believe put it in Site1. I don't see anything to indicated that it was promoted to a DC2 while in Site2, so why would it remain in Site2 if we can't prove it was created there? It looks to me like it was created in Site1, then physically moved from 1 to 3 but not logically moved. The lower half of the question is unanswerable with the information provided. The Upper half of the answer looks correct.

Actually I think it's all correct. New DCs are assigned via subnet, but existing DCs must be manually moved between AD sites - even if they change IP addresses.
