It should be A. UNC path should be provided and not local file path.

Not sure what LauraLaura means, whether she agrees or not with the answer. Anyway, B is definitely correct, because the csv has a header row (line 01) which is not allowed as stated in the referenced article.

In the online example referenced, it states that line 2 is migrating data from a local file share, and line 3 is migrating from on-premises. But the question never mentions a file share.
