You need the Autoscale to setup the Schedule-based scaling https://learn.microsoft.com/en-us/azure/app-service/manage-automatic-scaling and the Autoscale is available from Standard and above https://learn.microsoft.com/en-us/azure/azure-resource-manager/management/azure-subscription-service-limits#app-service-limits

One more confirmation: "Not all pricing tiers support autoscaling. The development pricing tiers are either limited to a single instance (the F1 and D1 tiers), or they only provide manual scaling (the B1 tier).
