"Solution must minimize costs" , going back to NT4 MCSE tests ,the right answer on these is the least possible if thats a requirement , 1 sub is the number of subs

This one is tricky. For exam purposes, the usual “official” answer is just one subscription covering both internal and external users. While Microsoft’s docs sometimes mention separate subscriptions to help isolate or report on external‐user billing, it’s not strictly required for licensing or for meeting typical “minimize costs” requirements.

Yeah I would go with 2 subscriptions. "What should you recommend?" We should always recommend MS best practices. If we had a pre-req saying minimize admin effort, then it might be 1 sub.
