Selected Answer: A
Admin1 needs to have the Contributor role for the host pool (Pool1) and the scaling plan (Scaling1) to assign the scaling plan to the host pool. Therefore, the solution provided does not solve the problem.

Selected Answer: B
Assigning User Access Administrator only grants someone the ability to manage RBAC permissions (i.e., who else has access), but it doesn’t grant the actual resource permissions needed to assign a scaling plan to a host pool. That operation typically requires Desktop Virtualization Contributor or Owner on the AVD resources.

Selected Answer: A
This should be A. Admin1 will need either Owner or User Access Administrator to give the AVD Service Principal the correct RBAC role. https://learn.microsoft.com/en-us/azure/virtual-desktop/autoscale-create-assign-scaling-plan?tabs=portal%2Cintune&pivots=power-management

Selected Answer: B
B. No Assigning Admin1 the User Access Administrator role for Sub1 does not meet the goal. The User Access Administrator role allows managing user access to Azure resources but does not grant the necessary permissions to assign scaling plans to host pools. To ensure Admin1 can assign Scaling1 to Pool1, they need permissions that allow managing Azure Virtual Desktop resources, which are already provided by the Desktop Virtualization Contributor role. If additional permissions are required, assigning the Owner role would be more appropriate.
