1. Go to Portal. 2. Create resource group with the name specified. 3. Go to resource group > Monitoring > Alerts > Create Action Group > Set region to "Global" > Go to Notifications 4. Email/SMS message/Push/Voice > Name it anything > Email and provide the email that should receive the alert. 5. Perform step 4 again for the other email. 6. New notification type > Email Azure Resource Manager Role > Owner and enable the common alert schema 7. Ok > Review and create
