I would go with YNN. I agree with Berlin accessing through existing configuration but the second question asks if. Local network gateway is required and it isn't because you can have multiple connections on one gateway. So you configure another connection and the address space is already covered.

I take it back. The public IP of the local network is set to that of the Paris site. Need a new local network gateway.

for 1. Users in Berlin should be able to connect to VNET1 via the VPN between Paris and VNET1. This is because there is an SD-WAN between all on-prem sites and its also using BGP routing, The BGP routing will propagate the VNET1 routes across all SD-WAN sites from Paris. The flow would become User at Berlin -> SDWAN -> Paris -> S2SVPN -> VNET1

N- no lng Y- need lng N- The correct IP is 131.107.50.60 (Paris public IP), not 172.16.0.1 (Paris firewall private IP).

For question 1: Just an idea as the site are using BGP and propagating routes between each other they would know about VNET1 through the Paris site and this would also explain it why the address space is set to /16 on the local gateway so it covers all 3 sites.

1. No: Local Network Gateway is missing 2. Yes: you have to create a Local Network Gateway 3. No: the Local Network Gateway is already configured correctly with public IP of the firewall for this site

No to the question. The current Local Network Gateway configured to point to Public IP (131.107.50.60) of on-prem Firewall is correct. However the configured address space (172.16.0.0/16) is not correct. The address space of the target Firewall is (172.16.0.0/24). Therefore address space need to be updated for Paris user to connect...not the IP address.

exactly, as address space you should modify with the same mask 172.16.0.0/24, so the third one is a Yes

Site-to-Site VPNs in Azure require the public IP of the local network gateway to establish connectivity. No reason why need to change to private IP... Statement 3 should be NO
