D since the SP admin-center can do it tenant-wide and the question does not tell you if the sites are in multiple site collections. Set-SPOsite can configure 1 site or site-collection.

External Sharing is for the entire Sharepoint and Onedrive enviroment, however, to only cover an individual Sharepoint site you should use Set-SPOsite https://docs.microsoft.com/en-us/powershell/module/sharepoint-online/set-sposite?view=sharepoint-ps B should be the correct answer!

Read the question: "You need to ensure that the company users can invite only authenticated guest users to the sites." --> so you need to change it for all sites, not for individual Sharepoint site!!!

Well, that is debatable, I think. I doesn't say that you should configure the settings for ALL sites, only the ones that are present at the moment. I would still go for D (less work, and it does what is asked for). But Set-SPOSite is definitely a viable option, too! A: This configures external sharing for the whole MS365 stacks like OneDrive or Teams etc. The question states “to the sites”. B: Should be Set-SPOTenant. C: Does not help.
