Correct. When you add additional session hosts in the Azure portal, the most common (and officially supported) way to specify a “custom configuration” is via an ARM template. This allows you to automate not just VM creation, but also OS configurations, extensions, and role assignments as part of the provisioning process. To supply the ARM template, you need a publicly accessible (or shared) location. Azure Blob Storage is the typical choice for hosting template files because it easily integrates with the Azure deployment model. While you could store templates elsewhere, Blob Storage is Microsoft’s recommended approach for hosting custom scripts and templates that Azure resources will consume.
