Enable managed environments - "existing environments for testing" so the environments are already there and the first step should be the enable managed setting for them (All target environments used in a Microsoft Power Platform pipeline must be enabled as Managed Environments) - Create developer environments - Create a Microsoft Power Platform pipeline - Assign developers to the Deployment Pipeline User Role.
