First question should be: Membership approval in Closed mode. CSManager is the group owner. 1 – Membership Approval 2 – Moderation 3 – Delivery Management

Ownership is the correct answer key word is "only user" If we use membership approval it can be group owners. https://docs.microsoft.com/en-us/exchange/recipients-in-exchange-online/manage-distribution-groups/manage-distribution-groups

Membership approval has this option: "Owner approval: All requests are approved or rejected by the group owners." you must select this option after creating you distribution group
