I guess they want Status Expression formulation here - not KPIValue, that should be in case block and to define each status.

I agree, you need to set the value of the Status expression with an expression that returns 1, 0 and -1 values.

https://docs.microsoft.com/en-us/sql/mdx/cousin-mdx?view=sql-server-ver15 according to this, the second part of the cousin function should have been parent / ancestor, which would probably be US, not the state Colorado. i am not sure though.
