I think it should be : 1. Run the New-MailboxDatabase cmdlet and specify the -Recovery switch 2. Restore database 3. Run the New-MailboxRestoreRequest

I agree it should be with -Recovery The Recovery switch specifies that the new database is designated as a recovery database. You don't need to specify a value with this switch. https://docs.microsoft.com/en-us/powershell/module/exchange/New-MailboxDatabase?view=exchange-ps
