The user hasn't assigned a Teams license. The user hasn't assigned a Calling Plan. The user hasn't enabled Enterprise Voice. The user is in Islands mode. The OnlineVoiceRoutingPolicy value isn't set correctly for the user.

Indeed from the training....If a user has reported that the dial pad is missing from the Calls screen and they cannot make outbound calls, check the following: Does the user have a Teams license? Does the user have a Calling plan assigned? Is Enterprise Voice enabled for the user? Is the user in Islands mode? Is the OnlineVoiceRoutingPolicy value set correctly for this user?

E will fail if B isn't done. So, yes. Check Phone System License is applied, then enable for EV

BE A: This will just adjust the caller ID number. C: MS Teams does not directly use SIP. It is only used when it needs to route to say a conference phone. https://techcommunity.microsoft.com/t5/microsoft-teams/does-teams-dial-pad-support-sip-uri-dialing-for-non-teams/m-p/386344 D: This just adds the app within the Teams app.
