I think someone just copied the wrong answer from the initial sections. The exact page that specifies how to add an RBAC role is here : https://learn.microsoft.com/en-gb/azure/cost-management-billing/manage/add-change-subscription-administrator#to-assign-a-user-as-an-administrator

For "changing" the Service Admin we need to go to subscription-properties and up-left we will see a dedicated button for that. So, The properties blade is the one I would choose.

Answer B appears to be correct. Only thing is interface has changed. We can't change it from subscription -> properties. But we can do from Subscriptions -> Overview -> Manage, it takes us to a new page at https://account.azure.com -> on the right there is an option 'Edit subscription details' -> from there we can change Service Admin

I think the answer is A. Even when you check the link in the answer part, it shows the chancing makes from Access Control. https://docs.microsoft.com/en-us/azure/cost-management-billing/manage/add-change-subscription-administrator To assign a user as an administrator 1.Sign in to the Azure portal as the subscription owner and open Subscriptions. 2.Click the subscription where you want to grant access. 3.Click Access control (IAM). 4.Click the Role assignments tab to view all the role assignments for this subscription. Also, I couldn't find Properties link under subscription.
