You have a data model in Excel. You export the data and the data model into a dataset in the Microsoft Power BI service. What can you use to modify the data model that is published to the Power BI service?

I have Excel with Power Query and stuff
From Excel -> Publish I EXPORT it to Power BI
In PBI Service i can see and use that dataset to create report or check the model
I can't do any changes to it from PBI Service
From PBI Desktop i connect to my published dataset on PBIService and I can use it to create reports
But I Can acces "Transform data" and make any change to the dataset
Sooo that's why i think it's Excel Only :)
The answer is D. On referring the link shared it is mentioned
"When export an excel you can continue editing your workbook. When your changes are saved, they are synchronized with the dataset in Power BI, usually within about an hour. If you need more immediate updates, you can select Publish again from Excel, and your changes are exported immediately." Hence, it seems on export editing is possible from Excel only.
2 way to publish to PBI.
1. Upload > data only shared/viewd to PBI (think of the googlesheet’s “View Only” when shared with others), only editable in Excel.
2. Export > data also copied to PBI, and Sync on both sides, either one is editable, just not like instantly updated, unless “Publish” immediately.
